Job Description:
The Air Transport Strategy Advisor in Dubai is responsible for developing long-term strategic frameworks that support the growth and transformation of the UAE’s air transport ecosystem. This high-level advisory role involves conducting policy research, forecasting traffic trends, advising on air service agreements, and aligning strategic goals with international aviation standards.
Key duties include analyzing regional and global air transport trends, advising government and aviation stakeholders on route development opportunities, supporting bilateral and multilateral negotiations, and evaluating the economic impacts of aviation policy decisions. The advisor works closely with regulatory authorities, airlines, airport operators, and economic development agencies to provide data-driven strategic insights.
The role also involves preparing white papers, conducting stakeholder consultations, advising on aviation infrastructure investments, and representing the organization in international aviation forums such as ICAO, IATA, and AACO. The advisor ensures that national and regional aviation goals remain competitive, resilient, and aligned with global developments in sustainability, digitalization, and regulatory harmonization.

Job Requirement:
A master’s or bachelor’s degree in Aviation Economics, Public Policy, or Transport Planning is required, with 10+ years of experience in air transport strategy, policy advisory, or aviation economics. Strong knowledge of ICAO frameworks, bilateral air service agreements, and market liberalization strategies is essential. The role demands excellent analytical, negotiation, and presentation skills. Fluency in English is required; Arabic and additional languages are preferred.
